Johnson City Zoning Board of Appeals held on

May 14, 2007 at 7:30PM at

243 Main St., Johnson City, NY

The work session was held at 7:00PM.

 

Chairman Rowlands called the meeting to order at 7:30 PM.

 

Chairman Rowlands noted the emergency exits.

 

Minutes – A motion to approve the minutes of the April 9, 2007 regular meeting was made by Dr. Holowinski   and seconded by Mr. Deemie.

NEW BUSINESS

 

Public Hearing - Area Variances – United Health Services, 52 Harrison Street

 

Chairman Rowlands opened the Public Hearing.

 

Mr. Roger Brown, Director of Facilities was present on behalf of United Health Services.

 

Mr. Brown provided details for the sign that the hospital wants to put at the corner of Main and Hudson Streets. They are requesting a variance because the code only allows for a 2 sq. ft. sign and they want a 12 sq. ft. sign. The larger sign is needed for patient direction to Cardiology Associates.

 

Milan Brutvan, 10 Beverly Place commented on the difficulty in finding parking around the hospital.

 

Mr. Brown provided details about the new employee parking lot the hospital is constructing on Main Street. The hospital believes this additional lot will help to ease the some of the parking difficulties.

 

The public hearing was closed.

 

Dr. Holowinski asked about the illumination of the sign.

 

Mr. Brown explained that the sign would be lit from the ground and would be on a timer. The sign would only be lit when the office is open.

 

Mr. McSain asked about possible glare from the sign interfering with traffic.

 

Mr. Brown stated that they do not believe that glare will be a problem.

 

Chairman Rowlands asked if a smaller size sign would work.

 

Mr. Brown stated that the hospital and the sign company believe that a smaller sign would not work.

 

Attorney Jacobs asked about the feasibility of using any other means to alert patients to the Cardiologist Office.

 

Mr. Brown stated that due to the landscaping on the neighboring lot and other characteristics of the site and it’s surrounding area, the 12 sq. ft. size servers as the best option.

Johnson City Planning Board:  Recommends Approval.

 

A motion to approve the variance for the installation of a 12 sq. ft. sign and the variance for the external illumination of the sign with the hours of no later than 9:00 pm and no earlier than 6:00 am was made by Mr. Deemie and seconded by Mr. McSain.

 

Motion Carried Vote: Yes – 4         No – 0 Absent - 1

 

The meeting was adjourned at 7:45 PM.
